Chinese immigration policy, if I can travel to China during covid-19

The COVID-19 has cut off the global travel for a long time. For many importers, they used to travel to China before the pandemic, to visit their suppliers, attend the fairs, and do the quality inspection etc. but now all the activities are suspended due to the travel restriction and immigration policy.
Some people already have plan to travel but do you know how is the actual immigration policy in China?
According to the announcement (September, 2020) of National Immigration Administration, foreigners who hold valid Chinese residence permits for work, private affairs and reunion are allowed to enter, and relevant personnel do not need to reapply for visas. That means holding a visitor visa for tourism is not permitted to enter yet. For those who has the residence permission, they also need to obey the covid prevention measures:
1.Quarantine in designated Hotel for 14 days. During the quarantine, the visitors need to do the Covid-19 test at the first, forth, seventh, fourteenth day. Then they can end the quarantine if all the results are negative.
2.Quarantine at home for 7 days after the 14 days’quarantine.
After the quarantine, the visitors can travel in the city but they should always wear a mask in public.
