Persons who have a personal identification document or persons who have a NIT ( Tax Identification Number ) under the General Regime or the Simplified Tax Regime can register as non-habitual importer. It is allowed to import merchandise by express service (courier), when the value of the merchandise (FOB value) per shipment does not exceed USD 1,000.-, a total gross weight not exceeding 40 Kg, up to an annual accumulated value of USD 4,000.- (from January to December of the same management). These imports can enter the country through the Customs Clearance for Minor Amount Imports.

2.Study import policy.
Before the shipment of the merchandise, the importer must verify if it requires prior authorizations and certifications, if they are subject to prior authorizations and certifications , it must be processed before the competent entity. 3.Make import customs clearance.

4.The following documents must be delivered and the Declaration must be prepared through SIDUNEA: 
Commercial Invoice, Packing List, Original or copy of the Transport or Shipping document (BL, AWB, International Cargo Manifest , Train Bulletin ), Andean Declaration of Value (Original) ( Requested when the value of the merchandise > USD5. 000 ), Copy of the international transport invoice, Copy of the Policy or certificate of transport insurance.
Other documents that may be required as appropriate: Original of the Reception Report issued by the customs warehouse or Customs or Free Zone concessionaire, Certificate of Origin, Original of the port expenses form, Sanitary certificates, Certificates and prior authorizations.

5.Pay customs taxes
Customs taxes must be paid within three (3) administrative business days, once the Single Import Declaration (DUI) has been accepted:
Tariff Assessment (GA):% of the CIF border value
Import Value Added Tax (VAT): 14.94% of the formula (CIF + GAC + other expenses + other expenses).
Verification: 1% of the FOB value.
Dispatcher Agency: According to the tariff in relation to the border CIF.
Customs Precinct: According to the weight of the merchandise and the CIF border value.

Once the importer has paid the customs taxes and the National Customs accepts the Single Import Declaration within three business days from its issuance, the merchandise will be assigned to a control channel by the SIDUNEA system. Falling in Green Channel is the best result. Merchandise is allowed to be picked up without any review. If you fall into Yellow Channel, customs will check the documentation. If you fall into Red Channel, you will not only check the documentation, but also do the physical examination of the merchandise. After the review, if there are no observations, the release (withdrawal) of the merchandise is authorized in a maximum of two days. Otherwise, if there are observations, the Customs Technician assigned by the National Customs will make the adjustments and, if applicable, the pertinent refunds. The DUI will prepare and fill out the Inspection Report, and prepare the re-liquidation.
